Okay, before I get any comments on the last panel, let me be clear that that is intended for humorous effect (as most comics do), and that I do not encourage illegal activity of any sort.
That said, while the legalities of downloading media on the intertubes vary from country to country, utilizing your neighbor’s open wi-fi network is for the most part quite legal.
On that note, I highly recommend that you take the time to read this excellent article by Ars Technica.
Of course, don’t tell your neighbor; if he or she is dumb enough to leave his or her Wireless Access Point (WAP) open despite really easy instructions (likely in a manual that came with the the device, quite possibly in their own language) on how to secure their network, they will probably be dumb enough to show outrage for all the wrong reasons.
That is assuredly trouble no sane person who cares about their time and energy would likely want to know.
